A petrol station...so what is unusual? Petrol and diesel are one Bolivar a litre. Check the exchange rate for whatever currency you are most familiar with. It is unbelieveably cheap, but you have to check but |I will reconfirm that the price is one Bolivar per litre.
And yes, you can fill your tank for less than the price of a bottle of water. When there is a shortage, people would queue and fill up every container they could. There is no shortage and no queues.

More colourful houses. Everywhere seemed to be brightly and frshly painted, few people about and spotleely clean and free of litter.
